Legally Informed: What You Need to Know About EBT Card Skimming
As more people rely on the Supplemental Nutrition Assistance Program (SNAP), fraudulent activity targeting these benefits is also on the rise. One common method is called "skimming." But what exactly is it, and how can you protect yourself?
What Is SNAP Skimming?
SNAP skimming is a type of fraud where thieves steal Electronic Benefits Transfer (EBT) card information using hidden devices at point-of-sale machines. These devices, called skimmers, can capture data from your card when you swipe it during a transaction. Once they have this information, scammers can drain your benefits before you even know they’re gone.
How to Watch Out for Skimming
Here are some important tips to protect yourself from skimming:
- Inspect Card Readers: Look closely at the card readers when you’re shopping. If anything looks unusual or tampered with, tell the cashier and do not use the card reader. You can pull at the edges of a keypad before you swipe it.
- Keep Your PIN Private and Change Monthly: When entering your PIN, use your hand to cover the keypad so others don’t see your PIN. Change your PIN monthly before each scheduled deposit.
- Use Card Lock Features: If you're in Ohio, you can lock your EBT card when not in use using the ConnectEBT app. Simply unlock the card before making a purchase and lock it again afterward. Follow these 4 simple steps:
- Download or open the ConnectEBT app on your mobile device
- Securely log in to your account in the app
- Tap the new “Lock/Unlock Card” icon on the home screen
- Select “Lock My Card Everywhere” and click “OK”
How to Check Your Account
To keep an eye on your balance and detect fraud early:
- Regularly Check Your Account: Log into your account through the ConnectEBT app or EBT Cardholder Portal to review your transactions. Look for any unfamiliar activity.
- Sign Up for Alerts: You can set up notifications for when transactions are made or if account information has been changed. This way, you'll know immediately if someone else is using your benefits.
- Act Quickly: If you notice any suspicious transactions, change your PIN and contact your local Job and Family Services office immediately to report the theft and request a new card.
What to Do If Your Benefits Are Stolen
If you find that your SNAP benefits have been stolen through skimming, don’t panic. You can take steps to recover your funds:
- Change your PIN. The first step you should take is to change your PIN immediately.
- Request a Replacement Card: As soon as you notice the theft, request a replacement EBT card by calling 1-866-386-3071.
- Request Replacement Benefits: Ohio allows SNAP participants to request replacement benefits within 90 days of the theft. You can fill out a JFS Form 07011, which can be submitted with your handwritten signature by mail or in person. You do not need a police report to request replacement benefits.
